COVID-19 Grants Program 2020 – 2021

COVID-19 has had a far-reaching effect on our business and wider community.

Council is providing a business and community support package to target support to those who need it most. A Council delivered grants/stimulus program aims to offer localised, flexible and tailored support to our community.

Councils business recovery and support grants

  • Grants up to $3,000 for businesses that have had to significantly change their business delivery model as part of a COVID-19 Business Diversification Grants Program, valued at $60,000. Grants will require a 1:1 cash ratio match.
  • A one-off expansion of the COVID-19 COPACC Hire Assistance Grants Program, providing up to $2,000 to enable local dance, singing and acting schools to access support, valued at $12,000.
  • COVID-19 Small Art Project Grants of up to $3,000 to enable artists and event organisers to undertake local projects that spread joy and hope in the community, valued at $20,000.

COVID-19 Business Diversification Grants

This program provides support for businesses that have had to significantly change the way their business operates as a result of the pandemic.

The program will assist businesses that have had to significantly change/pivot their business following the commencement of the COVID-19 pandemic.  This may be through new equipment purchases; carry out business fit-outs or upgrades; provide staff training or education; or upgrade their digital presence by creating new websites or booking systems.  Recipients are encouraged to spend most of the grant at local businesses/using local services

This is a flexible one off program whereby businesses are asked to outline their proposed project to Council.

Applications will be assessed by officers against the following eligibility criteria:

  • Must currently operate a business in the Colac Otway Shire.
  • Must have an active ABN as at 1 March 2020.
  • Must have fewer than 20 FTE employees.
  • Will be asked to provide evidence of having received funding through a state or federal government COVID-19 grant/subsidy program.

Grants are available up to a maximum of $3,000 and require a matching dollar to dollar cash contribution.

A total pool of $60,000 is available for distribution.

COVID-19 Small Arts Project Grants Program

The COVID-19 Small Arts Project Grants Program is part of the Colac Otway Shire Council’s plan to lift spirits, spread joy and hope and to support the community during the pandemic period.  The grants will provide funding to local ‘creative’ organisations and artists to carry out place making activities that will be shared with the community in a COVID safe way.

One-off grants are available up to the value of $3,000 and require a matching dollar to dollar cash contribution or in kind contribution.

A total pool of $20,000 is available for distribution.

COVID-19 COPACC Hire Assistance Grants Program 2020-2021

This program involves a one-off change of the COPACC Hire Assistance grants to include local, commercial singing/ dancing/ acting hirers of COPACC.

COVID-19 COPACC Hire Assistance offers local performing arts commercial hirers up to 50% off the cost of standard venue hire* to a maximum value of $2,000.

Eligibility criteria

· Must currently operate a performing arts business in the Colac Otway Shire.

· Must have an active ABN as at 1 March 2020.

· Must have fewer than 20 FTE employees.

· Must be planning a performance in either the COPACC auditorium or Civic Hall black box space in the 2020-2021 financial year.

Grants are available for 50% of the venue hire costs, up to a maximum of $2,000 and require a matching dollar to dollar cash contribution.

A total pool of $12,000 is available for distribution.

Council is also supporting local businesses with:

  • A waiver of street furniture and food health premises fees for the 2021 year ($48,000)
  • A waiver of fees for food and health premises for the 2021 year ($172,000)
  • Providing an interest free grace period for late rate payments ($75,000)
  • Keeping fees and charges at the same level as 2019-20 ($100,000)
  • Lease and/or licence relief to commercial and community tenants of Council owned-and-or managed land and/or buildings ($37,000)
  • A targeted marketing campaign aimed at attracting domestic visitors to Apollo Bay and the Otways, ($30,000)
  • A Buy Local campaign encompassing the whole Colac Otway Shire ($40,000)
  • An event audit/study, which will inform future event planning, including for future event purchases ($48,000)
