Amendment C125cola – Colac West Development Plan Area / J Barrys Road Industrial Area DPO7

Council is proposing to amend the Colac Otway Planning Scheme through Planning Scheme Amendment C125cola.

Land affected by the amendment

The amendment applies specifically to the following land:

Colac West Development Plan Area

Land bounded by Murray Street to the south, Rifle Butts Road to the west, Lake Colac to the north, and existing residential development (and the former Colac High School site to the east).

Colac West Development Plan Area

J Barrys Road Industrial Area (DPO7)

South east of the intersection of Forest Street, Hearn Street and J Barrys Road.

J Barrys Road Industrial Area

The amendment also affects the Industrial Zones in Colac generally.

What the amendment does:

Colac West Development Plan Area

The amendment seeks to strengthen the planning provisions for land covered by the existing Development Plan Overlay Schedule 2 Future Residential Areas.  It introduces a new Development Plan Overlay Schedule 9 which contains additional design requirements for the preparation of a Development Plan for land in Colac West bounded by Murray Street to the south, Rifle Butts Road to the west, Lake Colac to the north, and existing residential development and the former Colac High School to the east.  The amendment also includes a statutory provision to prepare a Shared Infrastructure Funding Plan in association with the Development Plan.

J Barrys Road Industrial Area

The amendment also seeks to promote a range of lot sizes, including large lot sizes on land covered by the existing Development Plan Overlay Schedule 7 J Barrys Road, Colac Industrial Area removing the mandatory 5 hectare minimum lot size for subdivision.

Industrial Zones in Colac

A consequential amendment adjusts the wording of the Planning Policy Framework at Clause 17.03-1L to introduce a range of lots size for Industrial Zones in Colac more generally.

The planning scheme amendment will be on public exhibition for a six week period between 5 October and 16 November 2023.

Any person who may be affected by the amendment may make a submission to the planning authority about the amendment. Submissions must be made in writing giving the submitter’s name and contact address, clearly stating the grounds on which the amendment is supported or opposed and indicating what changes (if any) the submitter wishes to make.

Name and contact details of submitters are required for council to consider submissions and to notify such persons of the opportunity to attend council meetings and any public hearing held to consider submissions.
