Council Invites Feeback on Proposed COPACC Lease

Colac Otway Shire Council is seeking community feedback on a proposal to enter into a lease with a private company as the preferred operator of the Colac Otway Performing Arts and Cultural Centre (COPACC).

Councillors met today to consider the future management of COPACC and announced their intention to negotiate a lease with IVG Global Pty Ltd.

The terms of the lease are now subject to a four-week community consultation period and subsequent Submissions Hearing.

Council CEO Andrew Tenni said community feedback would help inform Councillors in their decision-making as they move towards structuring a formal lease.

“I encourage people to visit the Have Your Say section on our website, read the material made public and provide feedback before April 7.

“COPACC is a much-loved community asset and we want to ensure its success and sustainability as a home for touring productions, local productions, exhibitions and community events,” Mr Tenni said.

The lease would cover the operational areas of COPACC, including: the cinema, the auditorium, meeting and function rooms (including the Civic Hall), the foyer, kitchens and utility areas, toilets and amenities, dressing rooms and back‑of‑house areas, storage areas, office and administrative spaces.

The Historical Centre tenancy would not be included in the lease.

IVG Global Pty Ltd would operate the day-to-day operations of the centre and activate COPACC for cinema programming, performing arts, community use and commercial and venue hire activities.

The proposed lease has an initial term of 3 years, with two further 3‑year extensions (3 + 3 + 3). Council would continue to have access to COPACC for meetings one day per week at no cost.
