2025-2029 Draft Domestic Animal Management Plan

The purpose of the Domestic Animal Managment Plan (DAMP) is to assist Council with setting future guidelines and implementing changes surrounding domestic animal management.

The plan sets out Council’s current policies surrounding domestic animal ownership and documents any planned changes over the next four years to best address community needs.

The Draft Domestic Animal Management Plan 2025-2029 has been developed in accordance with the requirements set out under the Domestic Animals Act 1994.

The plan is assembled from a number of sources including discussions with Council’s Local Laws Officers, consultation with stakeholders such as the Great Ocean Road Coast and Parks Authority (GORCAPA), local veterinary clinics, RSPCA and a review of the previous plan.

Council is now seeking feedback from our community on the Draft Domestic Animal Management Plan 2025-2029.

Integrated Framework

Council has an Integrated Planning Framework that aligns its operational, corporate and strategic plans to deliver core services, and achieve sustainable improvements for the Council and community. The framework includes long, medium and short-term plans that set the direction of everything we do.

The Budget forms an important part of Council’s Integrated Planning and Reporting Framework. This framework ensures that the Budget is developed in response to Council Plan priorities, and specifies the required amount to fund Council services and initiatives over the next 12 months, and subsequent three financial years.

The framework guides the Council in identifying community needs and aspirations over the long term (Community Vision and Financial Plan), medium term (Council Plan, Workforce Plan, and Revenue and Rating Plan) and short term (Budget).
