Colac Otway Shire Council is continuing the rollout of major road upgrades in Apollo Bay as part of a $7 million investment in sealed roads across our coastal townships in 2025-26.
The Road Reconstruction works at Apollo Bay roads are being delivered in four stages:
- Pengilley Avenue between Gallipoli Parade and Costin Street – Completed ✅
- Ramsden Avenue between Pengilley Avenue and McLachlan Street – 24 April to 25 June 2026 (currently underway)
- Montrose Avenue between McLachlan Street and Costin Street – 26 June to 16 September 2026
- Costin Street between Pengilley Avenue and Montrose Avenue – 17 September to 12 November 2026
Progress update
Works on Pengilley Avenue have been completed, and the road has now reopened to traffic.

Construction on Ramsden Avenue is underway and progressing well, with no major issues to date.
We continue to work closely with residents and businesses to minimise disruption during construction and appreciate the community’s patience while these important upgrades are delivered.
About the works
The works include full pavement rehabilitation, new and upgraded stormwater drainage, kerb and channel improvements, roadside parking upgrades, footpath and crossover works, landscaping, updated line marking and signage, and road widening to meet current two-lane standards.
These upgrades will improve safety, traffic flow and the long-term condition of the roads. Stormwater drainage improvements are designed to reduce flooding and work alongside other drainage projects underway in Apollo Bay.
What to expect
Access to parking will be limited at times. Overnight parking may be possible depending on the work underway. Detours and changed traffic conditions will be in place. We will minimise disruption wherever possible.
