Open for Business: New Framework Sets Direction for Economic Growth

Colac Otway Shire Council has endorsed a new Economic Development Framework 2026-2036, providing a clear direction for supporting local businesses, attracting investment and strengthening economic opportunities across the shire.
Backed by a practical Action Plan, the framework outlines how Council will work alongside businesses, industry, government and the community to help create the conditions for sustainable economic growth over the next decade.
The framework focuses on areas where Council can have the greatest influence, including supporting business growth, attracting investment, strengthening the visitor economy, advocating for enabling infrastructure and building a skilled local workforce.
"This framework is about creating opportunities and backing the people and businesses that drive our economy," said Heidi Taylor, Manager Economy and Creative Industries.
“Economic growth doesn't happen by accident. It happens when the right people, opportunities and investment come together. This framework us a clear set of priorities, a practical action plan and a way to measure our progress over time. Most importantly, it helps us focus our efforts on creating the conditions for business growth, investment and local jobs."
