Council will undertake a detailed project cost assessment to seal a section of Harris Road, Elliminyt after the project ranked highest against criteria in the recently adopted Road Sealing Policy.

A 727-metre section of Harris Road, between Sinclair Street South and Irrewillipe Road, was identified as the preferred project for upgrade using funds allocated for sealing of an unsealed road.

“Harris Road ranked highest of eligible roads assessed under the Policy,” Council’s Acting CEO Emma Lowes said.

“Factors that made this road the strongest contender were long-term benefit against ongoing maintenance costs, traffic volumes and future growth in that area of Elliminyt,” Ms Lowes said.

Council allocated $474,000 in its 2026-27 budget to the project. The preliminary upper estimate of cost to reconstruct and seal the section of Harris Road is $703,154.

Geotechnical investigations and detailed design works will now be conducted to confirm the final scope and costings. A report will come back to Council for final consideration of the project.

Council’s recently endorsed Road Upgrade Policy establishes the criteria to assess opportunities for the sealing of unsealed roads and the widening of urban and rural roads.

“The policy provides a clear and transparent process for prioritising projects while balancing community needs with Council’s long-term financial sustainability,” Ms Lowes said.

“Through the policy, Council will progressively improve road infrastructure and the level of service provided to the community.”

Ms Lowes acknowledged the challenges of funding road upgrades.

“Most of Council’s infrastructure funding is allocated to the renewal of existing assets, which remains a major priority,” Ms Lowes said.

“Given competing community priorities and broader financial constraints, funding road upgrades remains challenging.

“Council will continue to explore opportunities to deliver future road sealing projects through budget processes and available State and Federal Government grants.”
