Draft Birregurra Structure Plan open for comment

Birregurra residents have the opportunity to share their thoughts on a new plan for the town’s future. The Structure Plan aims to support a thriving rural village with modest population growth.
Council will release the Draft Birregurra Structure Plan for public comment on Friday 20 June.
The Structure Plan, which updates a previous plan from 2013, will guide the use and development of land in Birregurra for the next 10 to 15 years.
Mayor Jason Schram said the plan proposes that Birregurra continues to function as a small rural town offering village lifestyle opportunities.
“Birregurra residents are a passionate and active community, we’re seeking residents’ feedback on the draft Structure Plan which aims to protect Birregurra’s village feel, with tree-lined streets and a vibrant town centre, as well as diverse housing options to meet the needs of current and future residents.”
“Most growth would be infill development, making use of undeveloped sites within the current town boundary,” Cr Schram said.
It notes there is potential for a modest small-scale extension to the town’s west to increase housing supply, with future investigation to determine if the area is suitable for small-scale development.
Cr Schram said growth would be modest, and development would need to complement existing neighbourhood character and make efficient use of current infrastructure.
“Birregurra’s population is steadily but modestly growing, and we’re planning ahead to ensure that future growth maintains what makes the town so special and attractive.”
Council consulted with a community reference group while developing the new plan and hosted an open house in September 2024 to hear from the broader community.
“Community views were very much front and centre in development of the plan, and we’re eager for residents to have a look and confirm their vision for the town,” Cr Schram said.
The draft Birregurra Structure Plan will be on public exhibition on Council’s website or to view in-person at Council’s Customer Service Centre for six weeks, opening Friday June 20 with submissions closing at 5pm Monday 11 August 2025.
A Community Drop-In Session will take place at the Birregurra Hall on Saturday 19 July between 10.30am and 1.30pm. Council Officers will be available to answer questions about the Draft Birregurra Structure Plan at the drop-in session.
