Notice of Motion - Changes to Governance Rules

Councillor Comment:

In August 2025 Council resolved to put on public exhibition an updated draft of the Governance Rules. At its Council meeting in October 2025, it resolved to adopt the draft Governance Rules (www.colacotway.vic.gov.au/corporate-public-documents).

In relation to Clauses 47.7 (a) & (b) it was drafted to refer to “weekdays” in relation to submitting questions and registration for speaking virtually (or by phone). This restricted the deadline for the public to Friday which was not the intention. Hence the Notice of Motion to correct this oversight.

Notice of Motion:

That Council:

1. Endorses the draft change to Governance Rules Clause 47.7 (a) & (b) to amend the clauses from “two weekdays” to “two days”, and to put this change out for public exhibition for two weeks.
2. Provides the opportunity for any person wishing to speak to their written submission to be heard at the March Submissions Committee Meeting prior to Council considering adoption of any proposed changes to Clauses 47.7 (a) & (b).
3. Notes that Clause 47.7 (a) & (b) is the only section of the Governance Rules under consideration for amendment by Council. Any other submissions regarding other Clauses of the Governance Rules will not be considered.

Submissions close at 5pm on Monday 2 March 2026.
