Draft Economic Development Framework

Colac Otway Shire Council has developed a draft Economic Development Framework to guide how we support jobs, local businesses and investment across the Shire over the next 10 years.

Council is now seeking your feedback on the framework.

The Framework responds to what we’ve heard from local businesses, community members and stakeholders - that to support long‑term economic growth, we need to focus on the key foundations, including workforce, housing, infrastructure, planning and investment readiness. These are the things that enable businesses to grow, attract new investment and create local employment opportunities.

The Framework establishes clear priorities for delivery, supported by a staged implementation approach. A detailed action plan will outline time‑bound actions across the short, medium and longer term, ensuring accountability and ongoing monitoring through regular reporting to Council and the community.

The Framework adopts a whole‑of‑Council approach, supported by strong partnerships with key stakeholders, aligning planning, infrastructure, economic development and advocacy to ensure coordinated decision‑making and long‑term outcomes for the Shire.
