Colac Otway Shire Council has engaged Otium Planning Group to undertake an independent service review of Bluewater Leisure Centre. The organisation has previously worked with Council on the Meredith Park Management Plan and the Soccer Hub Feasibility Study.
The review will help Council better understand how the facility is being used, assess the services currently provided and identify opportunities to improve customer experiences, programs and value for money.
Community feedback is a vital part of the review. Bluewater members, user groups, program participants and casual visitors are encouraged to complete a short survey and share their experiences.
The service review will provide Council with important information about:
- how the facility is used
- customer satisfaction with current services and programs
- opportunities for improvement
- future service needs
- value for money and service delivery.
The survey closes at 5pm on Wednesday 18 November 2026.
