What is happening at Apollo Bay Harbour?
Council, in partnership with the community and State Government, are undertaking planning for the redevelopment and revitalisation of the Apollo Bay Harbour.
The harbour is a valuable asset, however it requires substantial investment to enable it to continue to function as a working port.
To facilitate redevelopment of the Harbour, a Development Plan has been prepared to provide a vision and strategic guidance for its redevelopment to ensure this is well-coordinated and orderly.
Colac Otway Shire Council approved the Apollo Bay Harbour Development Plan on 16 December 2020. The Development Plan was the result of years of community engagement and input and paves the way for the $12-million City Deal funded project to proceed and transform the town’s iconic working harbour precinct.

Apollo Bay Harbour Development Plan
The Development Plan outlines how new buildings and landscaping will look and how pedestrians and vehicles will move around the site. It identifies commercial and recreational areas within the precinct, the location of public amenities, picnic areas and car parks and provides connections to the surrounding streets, beaches and Apollo Bay Town Centre.
It will provide a framework for the next 20-30 years and has taken into account the need for resilience in the face of climate change and predictions of sea level rise and likely erosion.
The Development Plan will be used to:
- Guide land use decision making on future planning permit applications.
- Allow for projects to be completed as part of the City Deal funding program.
- Attract future funding.
