2050 Community Vision
Colac Otway Shire Council is working with the community to develop a long-term Community Vision for the whole of our Shire.
The Vision will articulate where we want to be in the future. It will capture what we value, our hopes and dreams for the future, what we would like to keep and what we would like to see changed.
The Community Vision will be used by Council to develop its strategic plans and shape decision-making based on the community’s aspirations and values.
Gathering the community’s views
Throughout February and March 2021, Council invited the community to share their thoughts via an online community survey, key stakeholder interviews, and drop-in sessions throughout the Shire.
We heard from approximately 1000 people from our community.
The survey questions and stakeholder interviews asked the community what they valued most, and what priorities they would like included in a future vision.
What the community said
The community were asked what their Top 3 priorities would be to include in a 2050 Community Vision. They said:
- Protect the environment and address living more sustainably
- Plan for our future
- Look after our local community
The community were asked what they were most proud of, and 71% of responses related to Community, quoting ‘community spirit, sense of community, community connections/connectedness, response to Covid, ability to come together, and friendliness’.
The community were asked what makes Colac Otway Shire unique, and 80% of responses related to our beautiful and pristine natural environment, and our great location being close to beaches, forest, big cities, farmlands and local industries.
The community were asked what we could do better to create a positive future, and the top 5 responses (in order of priority) related to:
- Environment – protect it, reduce energy use, and support change to renewables
- Plan for sustainable population growth
- Infrastructure investment – maintain roads and footpaths, and provide transport infrastructure for walking, cycling and public transport
- Community health and wellbeing support
- Town presentation improvement

Taking the results and turning it into a plan for the future
Colac Otway Shire Council is conducting a Community Panel across the month of May.
A Community Panel is referred to as a ‘deliberative engagement practice’, due to the deliberations and discussions that will take place to distil information and make recommendations.
This group of people, selected at random to represent the wider community, will review the community vision feedback, and consider this in the context of existing data about our municipality, Council policies and directions. A final recommendation for a Community Vision and Council priorities will be made to Council.
2021-2025 Council Plan
Following the Community Panel, Council will take the recommendations and prepare the 2021-25 Council Plan (including the Municipal Health & Wellbeing Plan).
The 2021-25 Council Plan will be completed and adopted by Council by October 2021.
