Design information and updates
On this page you will find information and updates about the designs for the Apollo Bay Harbour Redevelopment project, together with a community survey.
The Apollo Bay Harbour Redevelopment project is a $12 million, three year project funded by the Geelong City Deal. The City Deal is a 10-year plan to revitalise Geelong and unlock the potential of the Great Ocean Road economy.
Redevelopment of Apollo Bay Harbour will provide an improved visitor experience and broaden the commercial and recreational opportunities in the area. The Harbour Redevelopment project as funded by the City Deal will see five main upgrades occur. They include:
- a new waterfront promenade and boardwalk along the harbour’s edge
- a new port operations depot with public amenities
- upgrades to harbour precinct roads and carpark, including upgrading the Nelson Street footpath
- services upgrades to power, NBN and sewerage
- extension of the Apollo Bay Fishermen's Co-operative building
At this stage, we are seeking community input on three designs (as highlighted above).
This project is being delivered as part of the Geelong City Deal, a collaborative project to transform Geelong and the Great Ocean Road by the Australian, Victorian, local government and DELWP (Department of Environment, Land, Water & Planning). Improvements made through implementation of the Geelong City Deal will enhance the Harbour precinct as a venue for recreation, commerce and public enjoyment through the creation of an iconic destination within the township of Apollo Bay.
What's happening now
A new Waterfront Promenade
This project seeks to:
- Recreate a public gathering point through activation of the harbour waterfront promenade
- Create a linkage to the Boat Ramp carpark that compliments and enhances the promenade experience
- Create a public space for events and community interaction
Designs are underway to construct a new Waterfront Promenade and Boardwalk. By relocating the current Port Operations Depot, a new Promenade will be created overhanging the frontage of the site and will continue as an elevated 2.5m Boardwalk from the east side over the beach area to the boat ramp.
Design consultant, Enlocus Pty Ltd, are undertaking the design works for the new Waterfront Promenade and Boardwalk, with design expected to be completed later this year.
Once constructed, the Promenade will increase amenity for the public to be able to enjoy the water’s edge inside the Harbour precinct. Designs for the Promenade will align with the Development Plan adopted by Council in December 2020.

A new Port Operations Depot
This project seeks to:
- Relocate the current Port Operations Depot building to make way for the new Promenade
- By relocating the current Depot, enable future opportunities at this waterfront site such as retail outlets, tourism operations and a public gathering point
- Improve functionality of the harbour precinct, by establishing a new Depot at Mother's Beach carpark that improves visual amenity and provides a great location for a new public toilet and shower facilities
Designs are underway to construct a new Port Operations Depot Building at the Harbour precinct. Bellarine-based design consultant, DE Atelier, is undertaking design works for the new Port Depot together with a new Golf Club Maintenance shed.
Works will commence to remove the existing Port Operations Depot building early next year. The new building for the Port Operations will include new public toilet and shower facilities which will be available to the public year round.

Road and Parking Improvements
Designs are underway for civil works to improve parking, pedestrian and vehicle access to the Harbour. Construction for road and parking improvements will commence early next year, and will include improving the Nelson Street and Breakwater Road intersection to create safer movements together with provision of a shared pedestrian and bicycle path along Nelson Street to link the Harbour and Township precincts.
Mother's Beach Car Park will also be upgraded to include sealed pavement surfacing, line-marking and landscaping. The upgrades will increase the number of car parking spaces available for both beach and Harbour users.
Design consultants, SMEC, are undertaking the detailed design for the civil works which are expected to be completed later this year.
Once constructed, the civil works upgrades will improve accessibility to the Harbour precinct together with facilitating safer movement throughout the precinct overall. Designs for the civil works will align with the Development Plan adopted by Council in December 2020 following extensive community consultation.

Service Upgrades
The Geelong City Deal is providing $700,000 towards utility upgrades for the Harbour precinct. Plans include undergrounding the power lines entering the precinct from Nelson Street, NBN provision and ensuring the Barwon Water sewer and water assets can service the precinct now and into the future.
Current Stage: Preliminary Design
Extension of the Fishermen's Co-operative Building
The Fishermans Co-Op building is being redeveloped as a joint initiative between the Port of Apollo Bay Fishermen’s Co-Operative and the Geelong City Deal. The development will include upgrades to the cooling system, improvements to the existing Café and the inclusion of an upstairs restaurant.
Current Stage: Procurement
The tender for the design works was recently released and designs will be available at a later stage, most likely early in 2022.
The City Deal funding will deliver approximately 66% of works as shown in the Apollo Bay Harbour Development Plan. The remaining works to complete the redevelopment will depend on future funding opportunities. Road and Parking Improvements (Civil Works)

You are invited to provide feedback on the proposed designs from Monday 1 November to Monday 15 November, 2021 (submissions close at 5:00pm). You can provide feedback by completing a short online survey. The survey will take approximately 15 minutes to complete.

Feedback from the survey will contribute to final designs for the proposed works. Note that designs are also being informed by Environmental and Heritage studies, advice from the Office of the Victorian Government Architect together with planning processes, and consent process under the Marine and Coastal Act.
