The Municipal Strategic statement sets the overall direction for the future of the Shire.  Planning Schemes have designated zones and overlays that set guidelines for use and development of land in the particular areas.

Landholders should check with Council to identify which zones and overlays apply to your land.  This way you will know how to manage your proposed use of the land in a way that reflects Federal, State and Local objectives.  For example you may be lucky enough to have an Environmental Significance Overlay because you live near a wetland of international significance or a protected species habitat.  We can help guide your works to achieve the best outcome.

For further information go to the Colac Otway Planning Scheme or contact Council's Planning Department on 03 5232 9412.  Below is a list of the environmental related zones and overlays applicablt to the Colac Otway Shire and their objectives.


 
Vegetation Protection Overlay (VPO)
 To implement the State Planning Policy Framework and the Local Planning Policy Framework, including the Municipal Strategic Statement and local planning policies
 To protect areas of significant vegetation
 To ensure that development minimises loss of vegetation
 To preserve existing trees and other vegetation
 To recognise vegetation protection areas as locations of special significance, natural beauty, interest and importance
 To maintain and enhance habitat and habitat corridors for indigenous fauna
 To encourage the regeneration of native vegetation
 

Environmental Significance Overlay (ESO)
 To implement the State Planning Policy Framework and the Local Planning Policy Framework, including the Municipal Strategic Statement and local planning policies
 To identify areas where the development of land may be affected by environmental constraints
 To ensure that development is compatible with identified environmental values
 

Significant Landscape Overlay (SLO)
 To implement the State Planning Policy Framework and the Local Planning Policy Framework, including the Municipal Strategic Statement and local planning policies
 To identify significant landscapes
 To conserve and enhance the character of significant landscapes
 

Erosion Management Overlay (EMO)
 To implement the State Planning Policy Framework and the Local Planning Policy Framework, including the Municiapl Strategic Statement and local planning policies
 To protect areas prone to erosion, landslip or other land degradation processes by minimising land disturbance and inappropriate development
 

Land Subject to Inundation Overlay (LSIO)
 To implement the State Planning Policy Framework and the local Planning Policy Framework, including the Municipal Strategic Statement and local planning policies
 To identify land in flood storage or flood fringe area affected by the 1 in 100 year flood or any other area determined by the floodplain management authority
 To ensure that development maintains the free passage and temporary storage of floodwaters, minimises flood damage, is compatible with the flood hazard and local drainage conditions and will not cause any significant rise in flood level or flow velocity
 To reflect any declaration under Division 4 of Part 10 of the Water Act 1989 where a declaration has been made
 To protect water quality in accordance with the provisions of relevant State Environment Protection Policies, particularly in accordance with Clauses 33 and 35 of the State Environment Protection Policy (Waters of Victoria)
 

Wildfire Management Overlay (WMO)
 To implement the State Planning Policy Framework and the Local Planning Policy Framework, including the Municipal Strategic Statement and local planning policies
 To identify areas where the intesity of wildfire is significant and likely to pose a threat to life and property
 To ensure that development which is likely to increase the number of people in the overlay area satisfies the specified fire protection objectives
 To ensure that development which is likely to increase the number of people in the overlay area does not significantly increase the threat of life and surrounding property from wildfire
 To detail the minimum fire protection outcomes that will assist to protect life and property from the threat of wildfire
 

Farming Zone (FZ)
 To implement the State Planning Policy Framework and the Local Planning Policy Framework, including the Muncipal Strategic Statement and local planning policies
 To provide for the use of land for agriculture
 To encourage the retention of productive agricultural land
 To ensure that non-agricultural uses, particularly dwellings, do not adversely affect the use of land for agriculture
 To encourage use and development of land based on comprehensive and sustainable land management practices and infrastructure provision.
 To protect and enhance natural resources and the biodiversity of the area
 

Rural Conservation Zone (RCS)
 To implement the State Planning Policy Framework and the Local Planning Policy Framework, including the Municipal Strategic Statement and local planning policies
 To conserve the values specified in the schedule to this zone
 To protect and enhance the natural environment and natural processes for their historic, archaeological and scientific interest, landscape, faunal habitat and cultural values
 To protect and enhance natural resources and the biodivesity of the area
 To encourage development and use of land which is consistent with sustainable land management and land capability practices, and which takes into account the conservation values and environmental sensitivity of the locality
 To provide for agricultural use consistent with the conservation of environmental and landscape values of the area
 To conserve and enhance the cultural significance and character of open rural and scenic non-urban landscapes
