Please note the Local Laws are currently under review. The draft Local Laws can be found at the bottom of the page

The Local Laws department is responsible for seeing that people adhere to local government laws. Some activities, such as permits to move stock or parking for people with a disablility require the submission of an application form. In some cases a fee needs to be paid.

Failure to comply with these laws may result in a fine and the officers have the power to take offenders to court if necessary.

Office Hours are Monday to Friday from 8.30am to 5pm. Out of hours service is restricted to emergency situations only.

Council's Ranger/Local Laws Officers can be contacted on (03) 5231 4655 during office hours.

Local Laws Review
Community comments called for on Local Laws review: Penalties for consuming alcohol in a public place are set to double from $100 to $200 under a review of Colac Otway Shire Council’s Local Laws. The increased penalty has the support of Victoria Police and will bring Colac Otway in line with other municipalities in Victoria. The community has six weeks to comment on proposed changes to the Local Laws, which also outlines changes to the number of animals that people can keep on a property without a permit. Other issues addressed in the Local Laws review include stock crossing permits, beekeeping, waste management, events management, and rules regarding unsightly premises. Mayor Lyn Russell said Local Laws existed to protect local amenity, infrastructure and way of life. Under proposed changes to animal regulations, land size would determine how many animals a person can keep without a permit. Animals affected by this law include dogs, cats, poultry, pigeons, sheep or goats, cattle and horses, pigs and reptiles. Full details here: Local Laws Review
